Development of Mali’s Environment and Climate Finance Strategy News

In Mali over 80% of the population relies on agriculture, livestock or fisheries, which are highly vulnerable to the impacts of climate change, including drought and desertification, increasing risks of food crises and insecurity. Cost-effective solutions and policy options for reducing these risks exist, but require financing, technical expertise, and coordination.

Working with the Agency for Environment and Sustainable Development, Cowater is pleased to commence a study, funded by the African Development Bank, to develop a climate and environment financing strategy for Mali. This study directly supports the vision adopted by Mali’s Ministry of Environment and Sanitation to contribute to reducing environmental degradation, promote the participation of the environmental sector in the national economy, and support the socio-economic well-being of populations in the fight against poverty and for adaptation/mitigation to climate change.

The objectives are to:

  • Establish an exhaustive map of the mechanisms and opportunities for mobilizing resources – including national and international, financial and non-financial, innovative and private – according to relevant criteria (eligibility, potential, accessibility, conditionality, etc.);
  • Assess the financing needs for the environment and sustainable development in Mali over the period of covered (2018-2022);
  • Define a coordination mechanism to ensure sustainable financing of environmental and sustainable development in Mali.


This study will set the groundwork for Mali to access financial and technical support for the implementation of their national plan of action, and coordinate actions to improve the resilience of communities in urban and rural areas.
